Ask yourself when kids when not listening your words or questions
1. Are they hungry or tired?
2. Would a change of scenery(that is getting outside) improve their behavior?
Then
1. Get down to their level,
2.Ask for eye conatct and do not speak untill you get it
3.Tell them what they can do. you can throw the ball instead of go outside.
4. Ask them to repeat back to you what you said.
